National
Academy for Educational Management (NAEM) is an apex institution
under the Ministry of Education entrusted with the responsibility
of training heads of educational institutions and education functionaries.
In addition, it provides foundation training to the new entrants
of Bangladesh Civil Service (General & Technical) Education
Cadre Officers. It offers courses on education management, planning
and administration, conducts educational research and provides policy
support to the Ministry of Education.
Historical
Background
NAEM
started its journey in 1959 when it was established as Education
Extension Center provides in-service pedagogic training to teachers
of secondary schools. After the emergence of Bangladesh , in 1975,
the Center was upgraded and entitled Bangladesh Education Extension
and Research Institute (BEERI), and was given the additional responsibility
for research and management training of education functionaries
including College and Madrasah teachers and administrators.
In
1982 BEERI was merged with National Institute of Educational Management
and Research (NIEMR), a project born in 1981 under MOE and the National
Institute for Educational Administration Extension and Research
(NIEAER) was created in order to minimize cost and to promote effective
management. Then to cater for the needs of quality management of
education at the post-primary levels, NIEAER was transformed to
NAEM, National Academy for Educational Management 1992. This transformation
was made under a project titled, "Restructuring NAEM (BGD/92/009-Educational
Information and Management)". The transformation also aimed
at creating a Center of Excellence in the areas of educational administration,
management, planning and research.
Aims
and Objectives
The ultimate objective of NAEM is to ensure quality education at
the post-primary levels of education through ensuring quality management
and administration of education.
Specific
Objectives
To provide
professional and technical support to the education sector for improving
institutional capacity in Educational Management and Administration.
To promote
increased efficiency and effectiveness in the management and administration
of the post-primary education sub-sectors.
To assist the
development of manpower for the different sub-sectors of education.
Strategies
To conduct
foundation training for the officers of the BCS Education (General
and Technical) Cadre
To undertake
research to assist the government in the formulation of education
policy and programs
To determine
the scope and contents of training courses in educational planning,
administration, management and research, impart and co-ordinate
training on the above mentioned subjects
To conduct
research studies on education related issues and to extend research
support to the MoE in the formulation of policies
To organize
workshops, seminars and meetings on issues related to educational
problems and development
To function
as a center for educational research and information
To impart training
to officials belonging to the Ministry of Education and other educational
functionaries
To assist the
government in designing training rules for educational planners,
administrators and managers of the country
To develop
partnership with different national and international organizations
working in the fields of education planning, management, research
and training.
Administration
NAEM activities are governed by policies determined by a Board of
Governors (BOG) headed by the Honorable Education Minister. The
BOG comprises fifteen members with the Education Secretary and the
Director General, NAEM as its Vice-Chairman and Member Secretary
respectively.
As regards the administrative activities, four Directors, seven
Deputy Directors, and sixteen Asst. Directors support the Director
General in performing academic and administrative functions including
a Computer Programmer, a Registrar, a Librarian, a Medical Officer,
an Accounts Officer, a Computer Supervisor, two Physical Instructors,
Documentation Officer and 79 support staff. In addition there are
twenty five Training Specialists.
The academic and administrative activities of NAEM are conducted
through four Divisions: a) Program Planning and Development Division;
b) Training, Management and Implementation Division; c) Research
and Documentation Division; and d) Administration, Budget and Finance
Division.
